What Does a Spa Consultant Do? 7 Deliverables Worth Paying For

Short answer: A spa consultant translates a wellness idea into a buildable, licensable, operable facility. The role covers concept and area programming, capacity modelling, technical specification, compliance and operator readiness. On a fit-out of any size the fee is typically 1–5 % of spa capital cost, and it earns out by preventing rework rather than by adding beauty.

What a spa consultant actually is

A spa consultant sits between the architect, who is designing a building, and the operator, who will have to run a wet facility inside it for fifteen years. Neither party is usually equipped to specify the middle ground: how many treatment rooms the market supports, what the steam room does to the slab, how many air changes the thermal zone needs, and whether the whole thing will pass a municipal inspection.

That is the gap. Architects design beautiful spas that cannot be cleaned. Contractors build technically sound rooms that nobody wants to sit in. Operators inherit both. The consultant’s job is to close the gap early, when closing it is a drawing revision rather than a demolition.

It is worth being direct about our own position here. Sauna Dekor has been manufacturing and installing spa and thermal equipment since 1987 — 40 years — and we also provide consultancy on projects where a client wants the technical brief written before tendering. That means we are not a neutral observer of this market. We have tried to write the framework below the way we would want it written if we were reading it as a client, including the parts that argue for hiring somebody who does not sell equipment.

Ignore job titles and look at outputs. A consultancy appointment should produce documents you can hand to a bank, a contractor and a licensing authority. These are the seven that matter.

1. Concept and area programme

A schedule of every space with its area, adjacencies and function — treatment rooms, thermal zone, wet lounge, relaxation, changing, back-of-house, plant. The plant room allocation is where inexperienced briefs fail: wet facilities need far more plant space than dry ones, and nobody wants to give it up until the equipment will not fit. 2. A capacity and throughput model

How many guests per hour the facility can serve, and where the bottleneck sits. This is arithmetic, not intuition: showers per bather, lockers per peak occupancy, plunge positions per sauna. A facility with six treatment rooms and one changing room is a scheduling problem that no amount of marble solves.

3. A commercial model the numbers support

4. A technical specification for each wet room

Not “a hammam” but a hammam with a defined heated-bench construction, screed build-up, waterproofing system, drainage falls, steam generator capacity, control strategy and material schedule. This is the deliverable that determines whether the room lasts. 5. An MEP load brief

Electrical loads, water demand, drainage, and above all ventilation and dehumidification. Wet zones are a mechanical problem before they are a design problem. Ventilation rates for spaces of this type are governed by standards such as ASHRAE 62.1, and the consequence of getting them wrong is not discomfort but condensation inside the build-up and mould within two years.

6. A compliance matrix

Every applicable authority requirement mapped against a responsible party and a submission date — civil defence, municipality health approvals, pool and spa water quality, accessibility, and where relevant food and beverage. In the UAE this runs through Dubai Municipality health and safety requirements, and it is one of the strongest arguments for engaging someone with regional experience rather than the best-known international name.

Water quality belongs in this matrix rather than in the operations manual. Legionella risk in recreational water is real and documented: a systematic review of 47 published studies identified 42 outbreak or case events and 1,079 cases linked to pools, spa pools, hot tubs and similar environments, with a 6.3 % fatality rate among the Legionnaires’ disease cases (International Journal of Environmental Research and Public Health, 2018). The WHO guidance on recreational water safety is the reference framework. Turnover rates, temperature control and secondary disinfection are design decisions with a public health consequence.

7. Operator readiness

Staffing structure, treatment menu, training programme, opening checklists and maintenance schedules. A spa that opens with an untrained team and no planned preventive maintenance regime degrades measurably within a year, whatever was spent on it.

The useful rule: appoint before the architect fixes the plant room. Almost every expensive spa problem we are called in to resolve traces back to a decision made before anyone with wet-area experience was in the room. That applies equally to a hotel spa, a standalone wellness centre or a longevity centre, where the equipment loads are heavier still.

What consultancy costs, and how it is charged

Three models dominate, and they are not interchangeable.

  • Percentage of spa capital cost. Commonly 1–5 % depending on scope and stage coverage. Simple, but it rewards specifying expensive things.
  • Fixed fee per stage. The cleanest structure for most clients, because you can stop after concept if the numbers do not work.
  • Day rate or retainer. Appropriate for site supervision, second opinions and troubleshooting an existing facility.

What should make you cautious is a fee that is conspicuously low because the consultant expects to be paid elsewhere — through equipment margin, a supplier commission, or an operating agreement. That is not automatically wrong, but it must be disclosed, and the specification should still be written so that a competitor could bid against it.

The conflict-of-interest question, answered honestly

Roughly speaking there are three kinds of firm in this market.

Independent consultants sell only advice. Their specification is genuinely open to tender, which is their main structural advantage. The trade-off is that some have never had to warrant a wet room they specified, and it shows in details like tolerances, substrate preparation and the interface between trades.

Manufacturers and specialist contractors — our category — know exactly what fails, because we return to fix it under warranty. The structural weakness is obvious: we have a commercial interest in what gets specified. The way to manage it is a specification written to performance criteria rather than to a product code, so that other suppliers can bid.

Operators and brands bring a proven concept and a commercial track record, but usually attach an operating agreement, which is a different negotiation entirely.

Our honest advice: on a large or complex project, an independent consultant plus a specialist manufacturer working to a performance specification is the strongest combination. On a smaller villa or single-facility project, that structure often costs more than the errors it prevents, and a competent design-and-build route is more sensible. How to choose one

Four questions, in order of usefulness.

Ask what they have built, not what they have designed. Renders are cheap. Ask for facilities that have been open for five years and, if possible, speak to whoever maintains them. A portfolio of operating references is worth more than a portfolio of images — our own projects record is the version of this we would expect to be asked for.

Ask for the specification, not the concept. Request a redacted sample of a technical specification from a previous job. If it is a mood board with product names, you are buying interior design. If it names build-ups, tolerances, control strategies and testing regimes, you are buying engineering.

Test regional knowledge specifically. Ask which authority approvals apply, in what sequence, and how long each takes. A consultant with genuine Dubai or wider Gulf experience will answer immediately. This is where international reputation and local usefulness diverge most sharply.

Ask how they get paid. All of it, including any supplier relationships. The answer matters less than the willingness to give it.

When you do not need a spa consultant

Consultancy is not always the right purchase, and it is worth saying so.

A single residential sauna or steam room does not need one. Neither does a small gym adding two thermal cabins to an existing wet area, where the design questions are already settled and what is needed is a competent supplier. A hotel replacing like-for-like equipment in a working spa usually needs a specification and a contractor, not a consultancy appointment. And a project whose entire spa budget is under a few hundred thousand dirhams will find that a full multi-stage consultancy fee consumes a share of it that the risk does not justify.

Where consultancy clearly pays: new-build facilities over roughly 300 m², anything with a licensing complication, anything where the client will operate rather than lease, and any project where the commercial model is genuinely uncertain. The regional dimension

In the Gulf, three factors change the calculation. Ambient conditions are extreme, which makes ventilation, dehumidification and chiller sizing harder and less forgiving than in Europe. Approvals are sequential and documentation-heavy, so a compliance matrix is not administrative overhead but a programme item.
