Sauna Dekor is a sauna manufacturer in Kuwait’s hotel, club and villa market — and the turnkey contractor for the hammam, steam room and cold-therapy package around it. We have manufactured in Istanbul since 1987 — this is our 40th year — have delivered in more than 35 countries, and supply, install and commission the complete thermal and wet package for hotel, resort, club and villa projects in Kuwait.
Sauna Dekor designs, manufactures and installs them. We are a Turkish manufacturer and turnkey spa contractor — founded in 1987, in our 40th year, delivered in more than 35 countries — supplying Kuwait from our own Istanbul factory, with the Gulf side of each project coordinated through our Dubai office. In Kuwait we work either as the specialist thermal and wet subcontractor under a main contract, or directly for a private client on a villa suite.
Contracts are structured per project: international supply and installation invoiced from Türkiye in USD or EUR, or regional invoicing through our Gulf entity in Dubai when a client or main contractor needs a GCC counterparty. One point of contact from tender to handover, and one contractor carrying the whole thermal scope rather than four trades meeting at an interface.
A wellness floor in Kuwait clears four desks. Kuwait Municipality issues the building permit — and under Municipality decision 30/2012 it will not issue it until the electricity supply has ministry approval. Fire and life-safety drawings, ventilation design included, go to Kuwait Fire Force, the service created by Law No. 13 of 2020 in place of the former fire directorate, and its approval is a prerequisite to the permit. The Electrical Installation Department then approves the internal wiring drawings and inspects the installation before connection, with a licensed supervision engineer required. The fourth desk is product conformity on the imported equipment.
Cabins, benches, hammam marble and mosaic wet rooms are produced in our own Istanbul workshops. Our company certification is TS EN ISO 9001:2015, scoped to sauna and spa product manufacturing and after-sales service. The heaters, controls and steam generators we install carry CE / EN 60335, TÜV, GS and VDI 6022 certification issued to their manufacturers — EOS, Sentiotec, Condair. Both sets go into the submittal; we never present a supplier’s certificate as ours.
Contrast therapy is our craft. Every temperature on this spectrum is a facility we design, manufacture and install — and on a Kuwait project they are almost always specified together, as one wet package with one set of drawings.
Plus salt rooms, ice fountains, experience shower systems, hydrotherapy pools and treatment rooms — specified as a single wet package rather than as separate trades. For hotel, resort and members’-club floors in Kuwait City, Salmiya and the southern coastal developments, and for villa wellness suites in Bayan, Mishref and Jabriya, the whole suite is scoped, drawn, built and commissioned by one contractor.

The cabin is built and dry-assembled in Istanbul, every panel numbered, then dismantled and crated; hammam and steam-room marble is cut, dry-laid and labelled to the same drawing. What lands in Kuwait is a kit already proven to fit, not material to be worked out on site while the crew is on a visa clock.
Kuwait does not let you ship first and certify later. Under the Kuwait Conformity Assurance Scheme (KUCAS), run by the Public Authority for Industry, regulated imports — and electrical appliances are a regulated category — need two documents issued before shipment by a PAI-approved certification and inspection body: a Technical Evaluation Report covering the product, and a Technical Inspection Report covering the consignment. Customs wants both. We build that file on the manufacturers’ own CE / EN 60335 evidence and close it before the container leaves Türkiye, because a certificate chased after arrival is demurrage.
Kuwait Ports Authority runs Shuwaikh, the main commercial port beside Kuwait City, and Shuaiba, the industrial port to the south; a city hotel or villa package normally discharges at Shuwaikh. From Türkiye that means sea freight out of the Mediterranean or Marmara ports, usually with a transhipment call in the Gulf, or road down through Saudi Arabia to the northern crossing. Sea suits a programme with float in it; road is what we use when the wet trades are already on the critical path.
Our crew arrives once the wet-area shell is genuinely ready: tanking laid and flood-tested, drainage falls set, power and water terminated at the coordinates on our drawing. That interface is the commonest programme risk on a Gulf spa — the thermal contractor is booked before the MEP that feeds it is built. We issue builder’s-work and MEP requirement drawings at design stage, then re-check them on site before the crew flies.
Two Kuwait-specific points are worth settling at tender stage. The import licence holder named on the bill of lading must be Kuwaiti, so the importer of record is the client, the main contractor or a registered local broker — we prepare the documents, the named importer clears them. And there is no Türkiye–GCC free trade agreement, unlike Türkiye’s bilateral agreements with the UAE and Qatar, so Turkish-origin goods enter Kuwait under the GCC common external tariff and that belongs in the landed-cost line from day one. Two conditions decide the plant on a Kuwait wellness project, and both of them point the opposite way to the Gulf default.
ASHRAE’s 0.4% summer design dry-bulb at Kuwait International (WMO 405820) is 48.1 °C, against 44.3 °C in Doha and 43.3 °C in Dubai. The 0.4% evaporation wet-bulb, though, is 28.4 °C — nearly three kelvin below Doha. Kuwait is hotter and drier than the lower Gulf, and that inverts the usual logic: the binding constraint on a cold plunge chiller or an ice fountain condenser here is dry-bulb, not humidity, and a machine selected on a Dubai basis will not hold 4 °C in a Kuwaiti July. The ministry specification goes further still and requires equipment rated for a 55 °C plant-room ambient — which is what our control panels and steam plant are selected against.
Kuwait distributes at 415 V ±6%, three phase, 50 Hz — not 400 V. A heater element wound for 400 V draws roughly eight per cent more power at 415 V, which is the difference between a correctly sized cabin and a supply that trips.
And the governing document, MEW/R-1 Regulations for Electrical Installations (Sixth Edition), carries no clause for saunas or steam rooms at all: Kuwait has no equivalent of the IEC 60364-7-703 zone rules, so a sauna is assessed by analogy under the wet-area and general-apparatus clauses and by what the inspecting engineer will accept. That is precisely why we supply factory-certified control panels with the manufacturer’s own type-test file attached, rather than boards built on site. Dust is the other constant: intakes and condenser coils get filtration and a cleaning regime written into the O&M manual.
The Gulf reflex is to fit a softener. Kuwait is the market where that reflex is wrong. Municipal supply is multi-stage-flash distillate blended with a small fraction of brackish groundwater, and the published figures put TDS at roughly 190–300 mg/L with total alkalinity of only 21–54 mg/L as CaCO₃ and a negative Langelier Saturation Index at every one of the five main pump stations — slightly aggressive water, not scale-forming water.
Carbonate hardness tracks alkalinity, so a steam room generator in Kuwait is far likelier to lose its pressure vessel and elements to corrosion than to fur up. We specify 316L wetted parts rather than 304, corrosion-resistant element sheaths, and we treat the building’s own storage tanks and older galvanised risers as the real contamination risk. We still sample the supply at the building before sizing the plant, because blending ratios differ from plant to plant.

The two segments diverge at the specification, not at the finish. Reading one as the other is the most expensive mistake on a Gulf wellness project.
A hotel, resort or members’-club sauna runs ten to fourteen hours a day, every day. That moves the heater to a continuous-duty unit, the bench timber to a section that will not cup under constant reheating, and the steam generator to a duty/standby pair so the room does not close when one unit is serviced. Waterproofing is detailed on the assumption the room never dries out. We write to that level from the first drawing — see what commercial duty means for a gym sauna and for a hotel spa.
Kuwaiti villas are large — published case studies run from roughly 400 to 800 m² over two to four floors, often with a conditioned basement — and the wellness suite is usually fitted into space that was drawn for something else. The binding constraints are access — will a 2.4 m panel turn that stair? — plant location, condensate falls and acoustic separation from the diwaniya and the bedrooms above. We survey before we design, keep plant serviceable through a door rather than a hatch, and size modules to the route into the room.
We work for developers, hotel operators, main contractors, fit-out contractors and private clients. Whichever the route, the deliverable is one contractor for the drawings, the manufacture, the installation, the commissioning and the after-sales. The same work in Dubai, Abu Dhabi, Riyadh and Doha, and the factory behind it in Istanbul.
